How to buy off-plan safely in Dubai: an eight-step checklist

Escrow verification, RERA project registration, Oqood, payment plan structure and handover clauses — the checks that protect your capital.
Dubai's off-plan framework is among the most regulated in the region. Using it properly is a matter of doing the checks in order.
1. Confirm RERA registration
Every off-plan project must be registered with RERA. Check the project on the Dubai REST app or the DLD website before paying anything.
2. Verify the escrow account
Your payments must go to the project's dedicated escrow account, in the project's name, never to a personal or general company account. Verify the account number against the DLD record.
3. Review the SPA carefully
The Sale and Purchase Agreement should state the completion date, the specification, penalties for developer delay, and your rights if the delivered area differs from the contracted area.
4. Register the Oqood
Off-plan sales are recorded on the Oqood interim register. Confirm registration has been completed in your name and keep the receipt.
5. Understand the payment plan
Construction-linked plans release payments against verified build milestones, which is safer than pure calendar-based plans. Post-handover plans reduce the pre-completion burden but usually carry a slightly higher headline price.
6. Check the developer's delivery record
Look at completed projects, not renders. How many units did the developer hand over in the past three years, and how late were they?
7. Plan your snagging
Budget for an independent snagging inspection at handover. Defects raised before you accept the unit are the developer's cost.
8. Know your exit
Ask, in writing, at what percentage paid the developer permits assignment to a new buyer and what fee applies. That single clause determines your liquidity before completion.
